The
(large) size and (complex) nature of the project requires a project
governance process that has the following features…

early: the governance process is a high priority when setting up
the project office

on flexibility: there is no 'one for all' recipe - the process should
be evaluated periodically to reflect changes in priorities and feasibility
of its agenda
