The (large) size and (complex) nature of the project requires a project governance process that has the following features…

· Defined early: the governance process is a high priority when setting up the project office
· Focused on flexibility: there is no 'one for all' recipe - the process should be evaluated periodically to reflect changes in priorities and feasibility of its agenda
· Supported by tools: proper governance requires an upward and downward flow of information which can only be efficiently generated with the help of tools (templates, groupware, issue database, etc.)
· Committed to success: the process will only work with the active commitment of its primary sponsors
